Sheffield Wednesday Deals with Serious Challenges, States Independent Regulator

'We are going to be a part of football's future' - football oversight chief the regulator's chair

The team's current difficulties represent a a "significant problem" and the independent regulator is looking to gain the ability to examine team situations in such situations, the newly appointed chairman the official has stated.

Through a comprehensive talk, the regulator, who was recently selected, showed understanding towards supporters of the Owls.

Kogan met with four fan organizations connected to the South Yorkshire club recently.

The Championship side have been facing challenges both on and off the pitch in the current year, with the club delaying salary disbursements on five separate occasions, including in last month.

"Obviously the club has become a significant problem for EFL and a substantial concern for English football," the chairman stated.

"Wednesday stands as one of the great brands for English football and this week we have met Sheffield Wednesday supporters' groups.

"We are seeking authority... which will allow us to have the club and similar situations brought to our attention if they warrant scrutiny and acted upon."

Financial Struggles and Leadership Concerns

Wednesday's embattled owner the Thai businessman indicated in the summer he would be willing to sell up at Hillsborough, but he has been unable to finalize an agreement with prospective buyers.

Delayed salary payments on time in spring months led to sanctions by the league officials in mid-year, preventing the club from carrying out any player acquisitions for the subsequent signing windows, although those limitations were removed in August.

Authority's Position

Kogan said: "The job [of the regulator] is there for the Owls followers, other clubs in similar situations where people are committed to a community organization that has existed throughout their lifetimes in multiple situations.

"I have absolute sympathy for the club's situation, as I do for every team that since 1992 have gone to the wall, or been close to going to the wall, for causes separate from the supporters."

When asked if the authority might compel an chairman to relinquish a club if they are judged inappropriate, Kogan said: "When asking whether 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."

But Kogan stressed that compelling proprietors to divest clubs would be considered the final option and the regulator would prefer to cooperate with proprietors.

"The final option we would consider is commence engagement with an particular organization, an particular chairman, without being able to work with that chairman to fix the issues that the club's facing and the owner's facing," the chairman stated.

"In actuality, when you review the record of football, over the recent generations there have been particular chairmen, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their organizations and finally don't wish to take responsibility for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with delegates from multiple organizations to explain the responsibilities of the authority recently and maintained it represented a "forward-thinking discussion" with a "significant participation" from the grassroots to elite level.

"It's a job that's actually really important, because should mistakes occur, if the football community fails, the remarkable development accomplished necessary will vanish incredibly quickly," the chairman stated.

"Such an outcome is universally undesirable in the context of the English game is a major achievement - we've got to keep it going.

"Considerable investment entering the sport and has come into football for the past two decades, because there's no guarantee it will keep flowing into the sport, which is among the factors explaining I think we have to maintain a focused outlook on risk and of course, of the immediate future."

Premier League Concerns

Top flight officials resisted the creation of a regulator because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the chairman responded: "I completely endorse the achievement and development as an economic entity of the top division.

"As someone who appreciates the concern of undermining the top flight as an elite competition of the nation. But concurrently, if you consult with top flight officials after this week's discussion, they would have had a substantial amount of confidence -and, actually, they have been informing us confidentially they have a high level of reassurance."

Political Connections

The regulator remains subject to a "comprehensive investigation" by the Commissioner for Public Appointments after he revealed he contributed money to the Labour Party in the past.

The chairman donated money to Culture Secretary the politician's campaign, along with that of the government leader.

"I have been entirely transparent regarding my past party membership [with Labour], and that ideological connection terminated the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any sort of politics."
